1. Principles#
Boundless complies with the UK Open Internet Regulation (the retained EU Reg. 2015/2120 as amended by the Telecoms Act 2003 (Amendment) (EU Exit) Regs 2018) and Ofcom's 2023 net-neutrality guidance.
2. Permitted traffic management#
- Compliance with court orders or regulatory blocks (e.g. IWF lists).
- Preserving network integrity during a security incident.
- Brief congestion management during exceptional events, applied equally across categories of traffic.
- Customer-controlled per-plan fair-use throttling at thresholds we publish.

3. Specialised services#
Specialised services (e.g. dedicated IoT slices) are permitted by the regulation provided they don't materially degrade the open internet - we monitor for that and report to the board annually.
4. Transparency reporting#
An annual report is published describing any traffic-management measures applied during the year, their justification, scope and duration.
5. Annual report#
The annual net-neutrality transparency report is published in Q1 each year on this page and submitted to Ofcom alongside our General Conditions return. Historic reports are retained for 6 years.
